It would be easier to read notes if they are no a different background colour (for example grey)

We thought to make the background light-yellow... But it causes strange looking output, when you paste the content from, say, Word, and the content has background color set to white.

User-configurable might be good ... but I'd hope the site Admin can control whether to allow it for his/her users.
We have recently had a new emphasis on better "branding" our third-party subscription sites to match our new Agency schemes, and so far all we have been able to do is incorporate a new logo in place of the BUGtrack "bug" (which I rather liked ... but that's the way these things go! ;-)
