I suggest to add a "Delegate" button, which should be slightly different from "Reassign". "Delegation" happens within a same department or part of the organization, when for instance a manager or coworker gets the issue and delegates it to cowrokers inside his/her team. "Reassign" is really forwarding the issue to, potentially, another part of the organization, or to a fully different organization, often with the intention of "getting loose" from it.
The main difference (important) should be in the notification concept and/or visibility into an issue throughout the workflow. Normally a manager delegating to other users "below" in his or her team will (a) want to keep visibility (to private comments etc.) for the issues that were originally assigned to him/her and further delegated within the team, and (b) want to have the choice to still be automatically notified of specific progress of the issue. But somebody "reassigning" an issue to a completely different part of the organization will often want to unlink or unsubscribe from the issue, such as simply saying "hey, this is your stuff, it was only assigned to us by mistake".

"Unsubscribe" btn is more obvious here. If I don't take part in some issue anymore I don't want to follow to it and get a heap of the notifications, it just takes my time to read e-mails.
