Track a specific issue
I need a function to "enable a tracking" of a specific case - Most of our clients dont want to get spammed by a gazillion mails about issues - but some cases are important and it would great to be able to tick a box like "I want to track this case" - the function would then email me everytime something happened to that specific issue

Everything is already here - defined by a role. Role defines subscription rules - these rules are assigned when new issue is created. The user can then change the rules for specific issue - view it, scroll down, there is a "Change" link that allows the user to modify the settings. The appearance of the link is controlled via role's "Change" action (should be named "Subscribe" I guess).

So, practically, set the role's notification defaults to "Don't notify", allow "Change" action and let them subscribe.
