Submit a bug on another user's behalf
Presently some of the roles are configured so that they only see those calls that are self-opened; however, for the administrator of the site, it would be useful to be able to submit calls on behalf of other users, which they could then access - rather than having to make 'all records' available to the roles.

This would be helpful when an issue comes to us (as admins, essentially in an "oversight" capacity) by way of phone call or email ... and the contact for that region, who /should/ be opening up the ticket, has not responded to requests to open a ticket (may be out of the office, or...?)
